With financial support from the European Union, the city of Chișinău will establish an e-ticketing system that will bring significant benefits to both transport operators and the residents of the capital, facilitating payment for public municipal transportation.

On December 8, 2023, the launch meeting for the development process of the Electronic Ticket Study in the city's public transportation took place. The international consortium formed by the Romanian Smart City Association, URBAN SCOPE, and BIZMATTERS CONSULTING was contracted for this purpose through an open public procurement procedure conducted by the municipality of Chișinău.

The consortium is tasked with proposing solutions tailored to the realities of Chișinău and developing the technical documentation for the subsequent implementation of the e-ticketing system.

The launch meeting, held at the Chișinău City Hall, was attended by the city mayor, Ion Ceban, deputy mayor, Ilie Ceban, representatives of the consortium, managers of municipal transport enterprises, and the "MOVE IT like Lublin" project team.

During the meeting, the stages of the study's realization were discussed, as well as the involvement of stakeholders for the successful implementation of this phase of Chișinău's public transportation digitization. The meeting was necessary to acquaint the team and present its experience in similar projects implemented in other European cities.

Through this study, the contracted consortium will need to provide a clear and detailed approach to various aspects, in addition to technical ones, including the integration of vulnerable user groups.

Simultaneously, the financial feasibility of the project and the implementation costs of the e-ticketing system, including the payment collection mechanism and revenue distribution, will be analyzed. In the end, the consortium will develop a roadmap for both the pilot project and a fully functional system.

Context:

The "MOVE IT like Lublin" project - the initiative for the sustainable development of public transport in the municipality of Chisinau, financed by the European Union, is implemented on the basis of a partnership between the City Hall of Chisinau and the City Hall of Lublin in Poland. The project will be implemented by 2025 and will provide support to transform the city's public transport services into a more inclusive, safer, more resilient and sustainable transport system. The total budget of the project is in the amount of 3,500,000 euros, of which 3,325,000 euros is the contribution of the European Union in the form of a grant, and 175,000 euros are allocated by the Chisinau City Hall.
