Announcement regarding the public consultation of the decision project on the approval of the Chișinău Sustainable Urban Mobility Plan (PMUD)

The General Directorate for Urban Mobility of the Chișinău Municipal Council is organizing, starting August 22, 2024, the public consultation for the Chișinău Sustainable Urban Mobility Plan 2030 (PMUD).

The purpose of the PMUD is to provide comprehensive mobility solutions that lead to long-term quality of life for all social groups, support economic growth, and, at the same time, protect the environment and adapt to climate change. The PMUD is an integrated long-term transport strategy with clear objectives and targets aimed at improving accessibility and quality of life for the city and its functional urban area.

The necessity of developing and adopting the PMUD arises from the provisions of art. 14, paragraph (1), letter j) of the Road Transport Code (CP150/2014), which mandates local public authorities to develop and implement strategic urban mobility plans. These plans are essential for ensuring an integrated approach to urban mobility, addressing social, economic, and environmental needs.

The development and adoption of the PMUD are necessary to tackle current challenges related to traffic congestion, air pollution, climate change, and improving accessibility and quality of life for residents. In the context of rapid urbanization and the continued increase in the number of vehicles, a well-founded mobility plan becomes crucial for the sustainable development of Chișinău.

Key provisions of the decision project are designed to meet the mobility needs of the population, ensuring sustainable development. The main provisions of the PMUD include:

  • Analysis of the existing situation regarding mobility, transport infrastructure, and traffic management;
  • Transport model;
  • Evaluation of the current mobility impact;
  • Vision for urban mobility development;
  • Action directions and urban mobility development projects;
  • Mobility impact evaluation.

The beneficiaries of the decision project are the residents of Chișinău.

The expected outcomes from implementing the decision under public consultation are the creation and development of a sustainable transport system that meets the mobility and accessibility needs of Chișinău residents, within an attractive, healthy, and environmentally friendly urban environment.

The estimated impact of the project is the optimization of the transport system and the prioritization of environmentally friendly transport modes.

The decision project is drafted in accordance with the current legislation: art. 14, paragraph (1), letter j) of the Road Transport Code (CP150/2014).
