Modern Solutions to Enhance Safety and Improve Traffic Flow in Chișinău with Support from the European Union: A New Traffic Monitoring Center Inaugurated in the Capital

A Traffic Monitoring Center was inaugurated in Chișinău, designed for the efficient management of traffic and road transport. This system will provide real-time data and insights to streamline road traffic, enhance traffic safety, and identify solutions to optimize the transportation system. The launch event took place on November 15, 2024.

“For us, it is vital that Chișinău becomes an example of a city where everything is accessible within 15 minutes of home, and urban infrastructure enables this. We are very open to adopting best practices from European cities and implementing them in Chișinău. We take pride in the fact that together, we can drive change, as great achievements are always the result of collaboration,” stated Ion Ceban, the General Mayor of Chișinău.

The creation and equipping of the Traffic Monitoring Center (TMC) are part of the “MOVE IT like Lublin” project, financed by the European Union and implemented through a partnership between Chișinău Municipality and Lublin Municipality. 

“Urban traffic is a city’s calling card – a reflection of its organization, efficiency, and care for its residents. In this regard, I am delighted that, thanks to the support of the European Union, the Traffic Monitoring Center is being inaugurated in Chișinău today. This center will undoubtedly change the way traffic flow in Moldova's capital is managed and regulated. Urban mobility is essential for the sustainable growth of cities and for fostering inclusive societies. Let us draw inspiration from European cities where people-centered urban planning has transformed urban centers into thriving cultural hubs,” remarked Jānis Mažeiks, the EU Ambassador to Moldova.

“You know that a significant part of our lives is spent in public or private transport, so I am very pleased to see Lublin sharing its experience with other cities. This project plays a crucial role in the socio-economic transition Moldova is undergoing, and I am excited to see that this partnership between Lublin and Chișinău is delivering tangible results,” said Tomasz Kobzdej, the Ambassador of Poland to Moldova.

According to the project manager of “MOVE IT like Lublin,” the TMC represents a key investment in the future of Chișinău’s transportation system.

“We have successfully established collaborations with various institutions to facilitate the transfer of information and data, which is necessary to achieve certain outcomes. Of course, the project includes other completed and planned activities. We have developed the urban mobility plan for Chișinău and will soon present the electronic ticketing study. All these activities will contribute to ensuring efficient and well-organized transport in Chișinău,” said Olga Lozan, project manager of “MOVE IT like Lublin.”

The new center will provide a comprehensive view of Chișinău’s transportation status by integrating and analyzing data from various sources, including public transport equipment, road cameras, radars, parking sensors, and other relevant systems. It will enhance public transport efficiency and reliability by prioritizing traffic lights and reducing delays, improve traffic safety by detecting violations, and provide drivers with real-time information about traffic conditions, roadworks, and other factors that may affect their journeys. The collected data will be processed by qualified experts using advanced analytical tools.

“By the end of the ‘MOVE IT like Lublin’ project, we will have seven trolleybuses equipped with onboard computers and passenger counting devices, 13 smart traffic lights, six traffic sensor cameras, software for vehicle counting and classification, a ‘Smart City’ platform for integrating the intelligent transport system, and software for micro- and macro-level transport modeling,” stated Vladimir Butîrschi, manager of the Traffic Monitoring Center.

Thanks to the Traffic Monitoring Center, the efficiency, safety, and overall performance of Chișinău’s transport system will improve, leading to a better experience for both residents and visitors to the city.

The „MOVE IT like Lublin – Sustainable Development Initiative for Public Transport in Chișinău” project is funded by the European Union and implemented through a partnership between the Chișinău Municipality and the City of Lublin since 2021. The total project budget is €3,500,000, of which €3,325,000 is provided as a grant by the EU, while €175,000 represents the contribution from the Chișinău Municipality.
