Traffic Monitoring Center – review of the first months of activity

The “MOVE IT like Lublin” project, funded by the European Union and implemented by the Chisinau City Hall, in partnership with the City Hall of Lublin, Poland, announces the first results of the Traffic Monitoring Center (CMT). Just a few months after its launch, the new center has started providing detailed analyses and technical support to improve urban mobility and road safety in Chisinau.

One of the key aspects analyzed by the CMT concerns the areas with the highest risk for pedestrians, especially near educational institutions. Thus, it was found that the most dangerous areas are those around the “Alecu Russo” Theoretical High School (Râșcani sector), Kindergarten no. 12 (Mihai Eminescu street) and the “Mihail Koțiubinski” Moldo-Ukrainian Theoretical High School (Mihai Eminescu street).

Another important aspect of CMT’s activity was its active involvement in supporting road infrastructure rehabilitation projects. For example, CMT provided essential technical analyses for the rehabilitation projects of Mesager, Industrială and Mircea cel Bătrân streets. As part of this process, 18 different scenarios were simulated to assess both the current traffic situation and the possible effects of the modernization works. The study showed that the modernization of Industriale street could significantly contribute to the fluidization of traffic, taking over part of the traffic from nearby arteries.

In addition, the first smart traffic sensors were installed within the Traffic Monitoring Center (CMT). So far, 4 traffic sensors have been installed at the intersection of Dacia blvd. – București str. – Ciuflea str., one of the most heavily trafficked areas of the city. In the coming period, 2 additional sensors will be installed on the Dacia blvd. – Ciuflea str. The sensors used are high-performance devices, designed to collect important data in real time, without recording images or violating the privacy of road users. In the coming months, the collected data will be analyzed by CMT specialists to develop a digital model of the intersection – a detailed simulation of real-time traffic behavior. This model will form the basis for testing scenarios for optimizing road traffic, including adjusting traffic light times, reorganizing traffic lanes and other measures aimed at reducing traffic jams, increasing traffic safety and improving urban mobility.

In the coming period, CMT will implement new measures to expand and improve traffic monitoring. Among the most important planned actions are:

  • Installation and operationalization of traffic cameras for real-time monitoring of the situation in selected locations;
  • Integration with the electronic ticket system, which will bring new tools for monitoring and managing public transport. This system will not only facilitate the payment of trips, but will also include advanced fleet management functionalities.

 

The Traffic Monitoring Center was launched in November 2024. Its creation and equipment are part of the “MOVE IT like Lublin” project, funded by the European Union.

Background Information:

The “MOVE IT like Lublin” project – the Initiative for the sustainable development of public transport in the municipality of Chisinau, funded by the European Union, is implemented based on a partnership between the Chisinau City Hall and the Lublin City Hall in Poland. The project will be implemented by 2025 and will provide support to transform public transport services in the city into a more inclusive, safer, more resilient and more sustainable transport system. The total budget of the project is worth 3,500,000 euros, of which 3,325,000 euros is the European Union's contribution in the form of a grant, and 175,000 euros are allocated by the Chisinau City Hall.
