Public Hearings for the Chișinău Sustainable Urban Mobility Plan 2030

The "MOVE IT like Lublin" project – a sustainable public transport development initiative in Chișinău, funded by the European Union, announced that public hearings for the Chișinău Sustainable Urban Mobility Plan (SUMP) 2030 were held on September 17, 2024.

The event took place at the Prefecture of the Centru Sector, organized by the General Directorate for Urban Mobility, and brought together local officials, urban mobility experts, and community members.

The meeting was attended by Ilie Ceban, Deputy Mayor of Chișinău, Vitalie Mihalache, Head of the General Directorate for Urban Mobility, Olga Lozan, Project Manager for "MOVE IT like Lublin," representatives of the General Directorate for Urban Mobility, as well as experts from the consultant CIVITTA Strategy & Consulting S.A. and consortium partners A.Ş., Rupprecht Consult – Forschung & Beratung GmbH, TTL Planning S.R.L., and AO Business Consulting Institutes.

Ilie Ceban, Deputy Mayor of Chișinău, emphasized the importance of this strategic document: "The SUMP is the first sustainable urban mobility plan developed for the municipality of Chișinău, a comprehensive document that will guide the development of transport infrastructure in the coming years. Extensive public consultations and close collaboration with all departments of Chișinău City Hall ensure that this plan meets the real needs of citizens."

Over the past 27 months, a series of public consultations have been organized, including interactive sessions with citizens and thematic working groups. These consultations were essential for adjusting and validating the proposed solutions in the SUMP, ensuring a participatory and transparent approach.

The plan aims to improve public transport, reduce carbon emissions, increase the use of alternative transportation, and enhance traffic safety. This document will contribute to modernizing transport infrastructure and creating a greener and more accessible city for all its residents.

The goal of the Sustainable Urban Mobility Plan is to create a modern and sustainable transport system that meets the needs of residents, helping to reduce pollution and improve the quality of urban life. It addresses challenges such as congestion, climate change, promoting alternative transportation (bicycles, scooters), and improving traffic safety.

All suggestions and comments provided by participants during the hearings will be reviewed and considered, and relevant ones will be integrated into the final version of the plan.

The final SUMP draft will be presented to the Chișinău Municipal Council (CMC) for approval. Once approved, the plan will serve as the foundation for all measures and initiatives to be implemented to help develop a more modern and sustainable city with an efficient and eco-friendly transport infrastructure.

Context information:

The "MOVE IT like Lublin" project - the initiative for the sustainable development of public transport in the municipality of Chisinau, financed by the European Union, is implemented on the basis of a partnership between the City Hall of Chisinau and the City Hall of Lublin in Poland. The project will be implemented by 2025 and will provide support to transform the city's public transport services into a more inclusive, safer, more resilient and sustainable transport system. The total budget of the project is in the amount of 3,500,000 euros, of which 3,325,000 euros is the contribution of the European Union in the form of a grant, and 175,000 euros are allocated by the Chisinau City Hall.
